Salem’s protected trees, in plain English

Salem doesn’t require a permit for ordinary trimming, but the city does protect certain trees on private property. You generally need approval before removing an Oregon White Oak 20 inches or more across at chest height, any tree 30 inches or more across, or a tree within 50 feet of a waterway. The city also counts it as removal if you take off 30% or more of a tree’s crown, trunk or roots.

Permits are granted for specific reasons, including a hazardous tree that pruning can’t fix, and a hazard claim usually needs a risk assessment from a certified arborist.
